  3.    Here's an interesting item from the latest issue of Just Cause
  4.    (Dec. 1993, CAUS PO Box 218, Coventry CT. 06238, $15/year):

  6.    DOCUMENT HINTS AT EXPLANATION FOR RUSSIAN UFO WAVE
  7.  
  8.    The Department of State has released a cable making a remarkable
  9.    claim. Dated June 30, 1987, the message reads as follows:

  11.    "(Deleted) reports that Soviet authorities have constructed an SDI
  12.    research station near the Radio-Physics Institute in the area of
  13.    Stavropol. The research station apparently is focusing its work on
  14.    electromagnetic methods of shooting down satellites. When tests are
  15.    run, the resulting microwaves can be detected by scientists working at
  16.    the Radiophysics Institute. Perhaps of equal interest is that this
  17.    area has the largest number of UFO sightings in the USSR. A phenomenon
  18.    which our contact says is due to the various SDI experiments conducted
  19.    there."

  21.    The message is not detailed enough to evaluate the statements made. If
  22.    true, the story has large implications. Depending upon the nature of
  23.    the experiments, since the US was heavily engaged in SDI testing
  24.    during the Reagan administration, it is conceivable that some of our
  25.    testing was responsible as well for UFO reports here. We could then
  26.    see the theory of passive manipulation in effect, much like that which
  27.    may have been behind the press coverage of the July 1952 wave (Just
  28.    Cause, June 1993, pg. 1). In other words, it is better to allow the
  29.    population to believe that they are seeing flying saucers instead of
  30.    knowing the true nature of what is responsible for whatever aerial
  31.    phenomenon is detected - secret SDI experiments.

  33.    And again, if true, the above emphasizes the point of restraint about
  34.    which we are constantly reminding our readers. Any sort of aerial
  35.    activity is almost instantly determined to be alien-orientated by a
  36.    large percentage of the UFO community. There may be other causes for
  37.    the visually peculiar but Earth-based events being viewed.

  41.    The July, 1952 wave refers to the Washington National sightings in
  42.    D.C. Does anyone have any idea what type of testing may have been done
  43.    there that could have later been passed off as flying saucers? As I
  44.    recall the official explanation for the D.C. sightings and radar
  45.    reports was temperature inversions, and it wasn't "passed off" to the
  46.    media as anything else, except by Keyhoe.
